Every Actionstep figure below comes from actionstep.com: the live pricing page in its US view, the Actionstep Terms of Use last updated 14 April 2026, and Wayback Machine captures of the pricing page from 2011 to September 2026. Where a directory prints a number Actionstep does not, we say so. How much does Actionstep cost?
In the US you will be quoted for at least two lines: a per user license and an implementation fee. The pricing page shows Practice Management, which covers "time capture, billing, and core accounting" including trust and client accounting, and a separate Legal Accounting product with the general ledger, banking, accounts payable and financial reports, "only available in North America". Four add-ons (Builder for document automation, Capture for intake forms, Trace for AI time capture and Acumen for analytics) are each "priced per user plus implementation fees" too. None has a published price.
So the best public anchor is the last list Actionstep printed, which a quote is unlikely to undercut.

Two cautions on that table. The figures were labelled "starting price", so they were floors, not the rate a ten user firm with add-ons paid. And the accounting tier predates the Soluno purchase: today the US general ledger is a separately priced product, so "Practice Pro + Accounting at $99" no longer describes anything you can buy. Third party numbers do not help much. Software Finder's $60 to $120 and ITQlick's $115 are estimates, and the $49 shown on Software Advice and older review sites is the Express plan Actionstep dropped in 2022.
How Actionstep pricing has changed
Actionstep started as a month to month product with one flat price and ended as a quoted, auto renewing contract. The cheapest seat went from $49 to $89 when Express was retired, an 82% rise for the firms on it.

The prices came down in the same year Actionstep bought FilePro in Australia and Soluno, the Toronto legal accounting platform, from AffiniPay. A Capterra reviewer reports their subscription rising from $1,306.80 in 2023 to $5,794.80 in 2024. That is one anonymous review and we cannot verify it, but it is consistent with a firm being moved off a retired plan, and it is the question to ask in any renewal call.
What you pay for beyond the license
Implementation is the biggest unknown. Actionstep connects you to "one of our trusted, certified implementation partners", and the partner quotes the build. The pricing page also offers to finance it, which tells you the number is large enough that firms want to spread it. The last printed floor was about $3,000, in 2022, for a configuration that was simpler than today's product.
Accounting is the second. A US firm that wants its general ledger, accounts payable and financial statements inside the same system buys Legal Accounting as well as Practice Management, each priced per user. Firms that keep the books in QuickBooks or with an outside accountant often do not need it. If you do take it on, remember that accounts payable still starts with vendor bills arriving as PDFs; a tool that handles invoice data extraction can turn those into rows your bookkeeper reviews instead of retypes. Backups are the third, and the one buyers miss. Clause 5.3 says you can request a backup at any time if your fees are paid, in "a common export format determined by Actionstep", and "additional costs may apply depending on the frequency, size, and delivery requirements". If your firm wants a monthly copy of its own data, price that before you sign.
What the Actionstep terms mean for your budget
The Terms of Use are public, but clause 10.2 says a separate agreement signed by both parties prevails over them, and clause 4.2 calls that a Master License and Services Agreement. If your quote comes with one, its term, minimums and price escalators are the ones that count. Without one, these clauses apply.

Clause 8.2 also says a firm that terminates pays fees "on a pro-rata basis for each day of the then current period up to and including the day of termination", which sits awkwardly next to 8.1's no refund rule. Do not guess which wins for you; get the answer in writing. US customers contract with Actionstep Inc under California law.
Actionstep vs Clio and other suites on price
Actionstep's strength is configurable workflow for midsize, multi-practice firms, with trust accounting built in and a full general ledger available. If that is what you need, compare it with the other quoted midsize systems on contract terms. If it is more than you need, the suites that print a price are the cleaner benchmark.

Run the arithmetic for a ten person firm. At Actionstep's last floor of $89 the license alone is $10,680 a year before implementation and accounting. Actionstep pricing, other questions
Is Actionstep Legal Accounting included in the price?
Not in the US. In the United States and Canada, Actionstep sells Legal Accounting, the product formerly called Soluno, separately or as an addition to practice management, priced per user plus implementation fees. Practice management itself includes trust and client accounting. In the UK, Australia and New Zealand the general ledger is bundled into practice management.
How much does Actionstep implementation cost?
Actionstep does not say. Implementation is done by certified partners who quote based on your firm, and Actionstep offers financing for it. The only figure it ever printed was from October 2020 to July 2022, when the pricing page said implementation with a certified partner started at about $3,000 and the Express plan had none.
Can I cancel Actionstep and get a refund?
You can cancel, but not for a refund of time already paid. Clause 8.1 of the Actionstep terms says it will not refund any remaining prepaid period, and clause 8.2 says you must cancel inside the subscription settings of the service, because Actionstep will not accept termination notices by any other means.
What happens to my data when I leave Actionstep?
Clause 8.5 says Actionstep may delete all copies of your data 30 days after termination, and you are entitled to a backup only if you request it within 20 days and have paid all fees to the termination date. Clause 5.3 says backups come in a format Actionstep chooses and may carry additional costs.
Does Actionstep have a free trial?
Not one you can rely on. Actionstep advertised a free 30 day trial with no credit card in 2012, and its terms still contain a free trial addendum, but the current pricing page offers only a pricing request and Capterra lists no free trial. The addendum also says trial data may be deleted when the trial ends.
A practice management build decides how matters move through the firm.
